§ 3. Sidewalks; Improvement Defective may be Declared Nuisance.

The City shall have the power to provide for the construction, improvement or repair of any such sidewalk, or the construction of any such curb, by penal ordinance, and to declare defective sidewalks to be a public nuisance.
